Appropriately serving the needs of students with disabilities is both pedagogically important and required by law. Special education laws and regulations at the federal, state and local levels are complex and collectively create a regulatory environment that is challenging for even the most conscientious educational leaders to navigate. Tugboat’s professionals have decades of experience in special education service delivery and compliance. They have done this work in schools, districts, authorizers, support organizations and for private service providers. For more than 10 years, Paul O’Neill has taught special education law and policy classes at the graduate level and published on legal and policy issues relating to special education. He has particular expertise on the intersection of charter schools and students with disabilities on both the policy and practical levels.
